Renounce Malaysia Citizenship (July 2016)

I am currently renouncing my Malaysia citizenship at High Commission of Malaysia in Singapore. I had been referring to this website/blog and it had helped me a lot but it was a blog written in 2012 and I thought it would be helpful if I had it updated.

Documents to bring
  1. Singapore citizenship approval letter from Immigration & Checkpoints Authority (ICA).
    • Photocopy 2 copies of the letter.
  2. Malaysia NRIC.
    • Photocopy 2 copies of your Malaysia NRIC front and back.
    • Bring your original NRIC
  3. Singapore blue NRIC.
    • Photocopy 2 copies of your Singapore blue NRIC front and back.
    • Bring your original Singapore blue NRIC (they took my photocopied version without verifying, anyway just bring it with you just in case).
  4. Birth certificate.
    • Laminate your birth certificate.
    • Photocopy 2 copies of your birth certificate front and back.
  5. Malaysia passport (no need to photocopy).
  6. 3x passport photos with white background.
  7. SGD 10.00 cash for processing fee (Please bring exact amount).
  8. Filled up Borang K (K form).
    • Can be downloaded from High Commission of Malaysia website or the link above.
    • Fill it up with ball pen in black ink in capital letters.
    • This is not the final form that you will be submitting, just a practice form that you filled up so that the person there can verify before handing you the actual yellow colored K form for you to fill up again. 
  9.  Filled up MY-RN1 form.
    • Can be downloaded from High Commission of Malaysia website or the link above.
    • Fill it up with ball pen in black ink in capital letters.
    • The birth certificate number to fill in is your Malaysia birth certificate number, not the Singapore birth certificate number.
Procedures

  1. If you are taking bus like I did, you can alight at Valley Point Condominium.
  2. Walk along SPC, up Jervois Road then turn right onto Cable Road.
  3. Get a pass at the security guard station. He will ask about your purpose of visit, tell him you are renouncing your citizenship. He will then give you the appropriate pass. The pass to renew passport is different from the one to renounce your citizenship.
  4. Walk to towards Consular section and queue outside the door. I was there at 7:45am, 15 minutes before it was open. The pass number you obtain at the security guard station is not your queue number.
  5. Once the door is open, go in, keep right along the wall and queue to wait for your documents to be verified. Once verified, he/she will give you a yellow K form.
  6. Fill up your yellow K form. I suggest you bring your own black colored ball pen (not gel or fountain pen) to sit down and fill up the form instead of standing there at the table attached to the wall, crowding with the rest of the people queuing, waiting to get their documents verified.
  7. Please be considerate and give your seat away to mothers whom are carrying their newborn baby when you are done with your forms. The room is so darn small and it is for people to renounce citizenship, register their marriage and register their newborn babies.
  8. Once you are done with your form. Have the officer who verified your newly filled up yellow K form. You do not need to follow the initial queue, there is a separate queue for people who had completed their yellow K form.
  9. The officer will verify your form and if everything is correct, he/she will take your thumb print with black ink pad onto your yellow K form and have you sign the yellow K form. He/she will give you a queue number to submit your documents.
  10. Once your number is called, hand over your documents. He/she will then verify your documents again. If everything is okay, you will be leaving the place without your Malaysia passport, Malaysia NRIC and your birth certificate. Wait for your number to be called again at another counter for payment.
  11. The payment is SGD 10.00. Please bring exact amount, they do not break a $50 for you. I was given a collection slip 3 days later from today to collect my documents between 2:30pm-4:00pm.

      I took me about an hour from the time they open their office door till the time I leave the place. It was pretty fast as I had help from blog post from others who went through the same.

    1. The office/room is very small compared to the one to renew passport and that same place is to register baby birth certificate, register marriage and renunciation. It is was pretty crowded, and all the 3 I mentioned follow the same queue for the officer to check your documents. I suggest you reach there half an hour early before it open so that you won't be queuing too far away from the office door.

      I was passport-less for about a week only. When you surrender your Malaysia passport, you can apply for Singapore passport and it takes about a week.

      No. You only submit the documents you collected to ICA and get a paper slip Singapore NRIC. You can then apply for Singapore passport but applying online is SGD10 cheaper and will be ready in a week time.

    3. Hi Joyce,
      No, don't close your bank account in Malaysia. I intentionally opened one before I renounce. As per my cousin's advice when he converted. It is easier to change your bank account details in Malaysia with your borang K than to open an account as foreigner.

      I too have a car in Malaysia, but I'm planning to sell it after I get my borang K but if you plan to keep it as it is, I'm guessing you can go JPJ to update your details or you can do nothing since you have proof that the car belongs to you before you renounce with the borang K.

Thanks a lot for your clarification, i really couldn't get anymore details from other website. haha.. one last question, i hope is not too silly. i haven't convert my car license yet? after i renounced my MY citizenship, still ok to convert my license in SG? as in just take the basic theory test, or do i have to do everything once again? btw, i am going to renounce it tomorrow. ;)

    5. Hi Joyce,

      Malaysia side is very slow, it will take them 3-4 months to know that you are no longer a Malaysia citizen, therefore you should still be able to get the letter from JPJ but get a runner to do it for you because if you do in person, it will require your IC and driving license.

      Over at Singapore side, technically approval in principle still counts you as PR, so maybe... just maybe you can still convert your driving license. You can give it a try but better be quick.

      I think I paid about MYR50 for the runner. The price varies from driving school to driving school. I'm guessing the prices in your hometown will be cheaper unless your hometown is JB then it would be expensive.

    I'm still waiting for my citizenship approval letter. May I know what is the time frame for me to renounce my malaysian citizenship as I will be traveling soon in Jan. Is there a fixed date required me to renounce my citizenship? I've checked with some of my friends and they said I am allow to change my ICA appointment date as indicated on the approval letter, is that right?

    1. Hi, I book my ICA appointment slot in May 2015 I think, or maybe earlier I can't remember. I only remember the initial the appointment I got was in Feb 2016 and I was very sad because it is so far away. After that I visited ICA website everyday hoping to get an earlier slot. Someone gave up their slot and I managed to get the Sep 2015 slot.

      I submitted my Singapore citizenship application in Sep 2015 and got the approval letter in July 2016.

      I am only without passport for 1 week. So if you are traveling, you can still travel with either Malaysia or Singapore passport. Just need to update your flight ticket details.

    I just completed the Singapore Citizenship Journey and waiting for the approval letter from ICA. As it say that have to wait for 2 weeks time.

    May I know how the process and how long it will be taken to received the approval letter. And after renounce with the approval letter, we also have to wait for MHC to send us the letter or document for us to apply Singapore passport from ICA, am I right? And how long for you to wait for the letter or documents from MHC?
    Based on you experience and advise, would I able to finished it and get my passport before CNY as I just completed the Singapore Citizenship Journey by today.

      I just look up my emails and mine says 4 weeks after the SCJ completion but I think I got it after 2-3 weeks.

      You'll need to read my subsequent post of what I did after I got my letter from ICA and gauge from there.

      I remember that I'm only a week without passport. Meaning to say I hand in my Malaysia passport to MHC and after that a week later I got my Singapore passport.

      Roughly looking through my blog post, I think your timeline really coincides with CNY. Plus Christmas and New Year falls on Sunday which means Monday is a public holiday, not sure if that will delay the process.

      Probably should go back celebrate CNY using Malaysia passport to reduce uncertainties.

    1. Hi, after the journey, what you obtain is just a principal approval and yes there is a due date. If you don't complete by the date stated in the letter, your principal approval is no longer valid.

As i an booked for a flight for Chinese New Yr do u think it is prudent to go to Msia High Xomm to renounce in Dec?       What do you mean by your passport returned to your 3 days later? When you surrender your passport to MHC, it is bye bye forever to your Malaysia passport. You don't get to see it anymore. You can only go apply for Singapore passport after you get your Singapore temporary NRIC.

    1. Hi, I don't think I'm qualified enough to advice you on this. As far as I know for a car, if I don't update my details, I'm still able to renew road tax and insurance without any issue as these things don't need my Malaysia NRIC. Now that I'm selling the car, I'm able to prove the car belongs to me with the Borang K I obtained. I hope that helps.

    1. Hi Meng Meng, conversion of Malaysia driving license to Singapore driving license you have to do it yourself. The only thing the runner can do for you is to get the driving license extract that states how many years you held your driving license in Malaysia and how many accidents were you involved (if any) in Malaysia. If you go get the driving license extract personally at JPJ, they might not return you your driving license. That would be bad if you still need to drive a Malaysia car in Malaysia.

    1. Hi Gemini, yes, I applied for my passport straight away the same day online and got my SG passport a week later.

      SG passport generally obtained within a week. I think it should be in time for you to get your passport. If you book your flight with passport details, you probably need to call up to change those details since you booked it with the MY passport details.

      By right you should have a birth certificate, else how did you obtain your Malaysia NRIC back then? I remember to get Malaysia NRIC when I was 12, birth certificate was required.

      The form to fill up the birth certificate details when you renounce is the Malaysia birth certificate number. I am unsure how do you proceed, maybe asks if they accept Singapore birth certificate or report loss of Malaysia birth certificate and get a new one.

    Congrats on your obtaining singapore citizenship and for the most helpful blog. I have completed my sgjourney and will start the process soon.
    I have some questions:
    1) When you go back to ICA with your MY-RN1 form, you say you got a paper (temp) IC. WHat happens to the Blue NRIC (PR)? Do you have to surrender that to ICA?
    2) If yes to above, then what "certified copy of new IC" do you need from ICA in order to collect the borang K?
    3) The borang K is the original yellow form you filled up during the first visit to MHC, right? So after four months, you got back that original form but I suppose with putrajaya official stamping and so on? Will you also get back the original Laminated Birth cert that your submitted initially?

      1. They will punch a hole in your blue Singapore NRIC and return back to you.
      2. While you are waiting for your Borang K, ICA already prepared your citizenship certificate and your pink NRIC. You are requesting for a photocopy of those with ICA stamp on it.
      3. Yes. Borang K is the one you filled up and now with a Putrajaya stamp. They will return you your laminated birth certificate together with Borang K.

    1. Hi Sue, you can continue to keep your Malaysia bank account. To change your bank account details, all you need is your
      1. Borang K (this will take about 4 months to obtain)
      2. Singapore passport (takes about 1 week to obtain)
      So if you have your Malaysia bank account bank book or ATM card or online banking, you can still do your daily banking stuff. Hope that answers your question.

    Thanks for the informative blog. I have a question. Currently, my wife and I have a joint ownership of a house in JB. I am a Singaporean and my wife is renouncing her Malaysian citizenship. When my wife gets her Singapore citizenship, must we do anything in JB to update her particulars? If we do, what would be the effects? I would appreciate your or anyone's advice. Thanks once again.

    1. Hi Poh Seng, I don't think I am qualified to advice you on this. But my relative who sold a house in Malaysia after getting Singapore citizenship did not update details prior to selling. It was sold it straight away, Borang K was sufficient to prove it.

    1. If my understanding is correct, it will take few months to get the Borang K but we can apply for Singapore passport even before getting Borang K. Is this correct?
    2. When do we considered to be Singaporean? Is it after getting the approval letter or after renunciation to give up Malaysia citizenship even before getting Borang K since can apply Singapore passport?
    3. What is the purpose of Borang K? Does Singapore require it to process anything? There is no way we can get it much faster, right?

      1. It takes 3-4 months to get the borang K. Yes, can apply for Singapore passport once your get your temporary paper Singapore NRIC.
      2. Once you get your temporary paper Singapore NRIC, you are considered a Singaporean.
      3. Borang K is for you to prove that you were previously a Malaysian so that you can sell your cars, properties, withdraw your EPF. I don't know of other ways to get it faster. You need borang K to get the actual pink Singapore NRIC and citizenship certificate.

I assume you meant the one after completing SC journey? You can only apply for Singapore passport after obtaining the temporary paper Singapore NRIC.   25. Oath Taking for Minors

    My recent (Jan 17) experience of the above for my child who has reached 21 years old.

    When we converted to SG citizens, my child was still below 21 years old. She's born in SG (hence, have SG Birth Cert, and the Borang ‘W’ / M’sian Birth Cert). She reached 21 years of age in Jan 17. An official official letter from ICA titled “Oath of Renunciation, Allegiance and Loyalty” dated the day of birthday will be sent to the home address. The letter stated that the renunciation process must be done before the child turns 22 years old or else the the child will lose the citizenship. For my child, she already has the Singapore Citizenship Certificate.

    From the process i went through for my child (Minor) to renounce the Malaysian Citizenship, I highlight the points that is unique to a Minor :

    Filled in Borang K application form. As mentioned by Kelvin, the officer at High Comm will go through this pre-filled form to check. The officer will give you a fresh form to fill in again. There are black pens available. After filling in, go to the officer again for the child to get the thumbprint on the completed form done.

    The officer will check through the original and photocopied documents.
    With the Singapore Citizenship Certificate already issued to the minor/child, do note that the back side of the Certificate need to be photocopied too as the Serial No. of the Certificate is at the back. I didn’t realised this until pointed out by the officer and so I made the photocopies at the photocopier at the Passport area.

    For Minor not born in Malaysia, the document called ‘Malaysian Citizenship Certificate’ required in Form MY-RN1 is actually “Borang W” (the Malaysian birth cert). I didn’t know this and simply left it blank. It was highlighted to me by the officer.

    The rest of the process was the same as mentioned by Kelvin.

    After paying $10.00 cash, the counter person will inform you when you can collect the processed Borang MY-RN1. Go back in to High Comm to collect it. It is the one with the Acknowledgement Slip section stamped with payment made and other details, including the stamped name of Consular Officer and his/her signature; as well as the High Comm stamp/seal.
    The yellow Payment Receipt will be attached together.

      I just had my citizenship approved and have 2 small kids. Did you submit any documents of your child to HCM when u renounced your citizenship previously ? I can't find any info on this, some said yes and some said no need.

      Another thing is do we need to update MOE or school on our conversion to entitle for edusave ?

    At Singapore ICA :
    With the stamped Acknowledgement Slip collected from High Comm, bring the following to ICA, 6th Storey. Don’t have to wait 4 months later when the official Borang K is received.

    Bring along the following -
    (1) ICA’s letter on the ‘Oath of Renunciation, Allegiance and Loyalty’ (there’s a barcode that you can use to scan to get the Queue number at ICA.
    (2) Singapore NRIC or Singapore Passport
    (3) Original Singapore Citizenship Certificate
    (4) Renunciation Certification (the stamped Acknowledgement Slip above)

    and follow the Oath of Renunciation, Allegiance and Loyalty process.
    (Do note that some Minor/child are not politically aware, and can come in their shorts and T-shirts or singlets, no matter how smart casual/fashionable they think they look. Just ensure the child wear more formally as befits the occasion).

    Apparently only the Minor/Child is allowed in the room. Me as the mum was asked to wait outside.

    Finally, after the Oath Taking, the ICA officer will instruct the Minor/Child to bring the official Borang K within 6 months. That means, after the Minor have collected the Borang K from High Comm 4 months after application to renounce the M’sian citizenship, the Minor is expected to bring it to ICA to submit/ show them. Apparently, ICA will send another official letter few months later to remind the Minor on this process. We have not come to this stage yet as we did the Renunciation only 3 weeks ago.

    So, in short, with the Form MY-RN1 stamped Acknowledgement Receipt (no need to wait for Borang K), a Minor can do the Oath taking, as well as renew the passport. When Borang K is available, just need to go to ICA again to update their system and update the Singapore Citizenship Certificate. I am not sure if the Pink NRIC will be updated in any way.


    P/S - Take note that if your child/Minor have not reached 21 years old and is going overseas to study and also happen to need to renew the SG Passport, ICA will only issue short term passport to coincide with the child/Minor’s birth day / year when he/she is reaching 21 years old. So my child who was studying overseas need to come back to do the Renunciation process and get a new SG Passport with the standard 5 years duration. However, alternatively, if the the child/Minor cannot come back to SG to get the process done, he/she can do so at the High Commissions in the country of study. But bear in mind that the child/Minor need to renounce the Msian Citizenship before turning 22 years old! Very important point to note!!!

    Also, if the child/Minor has other PR status in other countries, do remember to update the High Commissions of the countries that issued the permits as the child/Minor’s nationality has changed.

    Hope this helps a Minor or parents of a Minor.

    I am wondering if you or any other friends of yours who have came across cases like how much percentage of RPGT that we have to pay after renouncing Malaysia citizenship, but have yet to receive Pink IC, Borang K & original birth cert?

    My current situation:
    - Bought a property in Malaysia when I was still a Malaysian.
    - Wanted to sell off my property after I got my Singapore citizenship.
    - Still have not receive letter to collect Borang K and collection of birth cert. Hence, I am still holding temporary IC.
    - Will I be charged 30% of RPGT as a foreigner if I wanted to sell my property now? (property still under 5 years upon completion)
    - I have consulted many lawyers and non of them can provide me exact official answer as they told me this case is under 'grey area'
    - In your opinion, does it worth taking the risk to ask lawyer to apply for RPGT waiver? (If application fails, I have to pay the 30% RPGT and additional lawyer fees)

    Appreciate if you could advise me in this matter Kevin.

Assuming the procedure is the same for your daughter, although I am not sure about this, I would think that she will have to be there with you at MHC. Best to bring her there, else you have to make additional trip if they require her and and she is not there.

      Yes, they will return you the original birth certificate together with borang K. Overseas trip you will only need your passport. Birth certificate is not necessary unless you need to prove someone is your dad or mom.

  30. Hi Kevin, I went through the process at msia high comm in SG last year arnd oct. then went to ICA and pass then the 'temporary' borang k or smth? Then proceed to do my SG passport. I was told to go back before the due date given, which is 4mths later to get the official borang k. However, my due date is feb 28 and up till now I haven't receive anything yet from the msia side. Would I receive it by email or letter?? And what should I do, any advice?

    1. Hi Ongshan, after renouncing you will have borang K to prove you were formally a Malaysian. With that, you update your Malaysia bank account to your Singapore passport number or Singapore NRIC number. You can still maintain those bank account.

  39. Dear All, just want to share my experiences with Maybank after converted to become Singaporean. I have one fixed deposit account and a saving account with Maybank. After multiple documents submission and follow ups, my case is not resolve. Firstly, they could't update my fixed deposit account to my current Singaporean identity. Secondly, my current saving account is for Malaysian only. So,I need to open a foreigner saving account in order to transfer my fixed depo out. It takes forever to get approval. Almost 2 years passed I have yet to settle this prblm with Maybank. Any advise for me?

      My savings account is CIMB. They are able to update my NRIC to Singapore NRIC number but it took them few days to do it.

      Are you able to withdraw you FD without your savings account? Withdraw in cash and if you worry about your safety, just TT it to your account in Singapore.

      Yeah, maybe you can check with MHC, but I'm unsure how to do it. The letter MHC sending to you is not a registered letter, therefore if the letter was wrongly sent or lost MHC will not know of it.

    3. Hello kc, yes I got my borang k last month. I waited 5 months and 2 weeks to receive the letter for collection of borang k from MHC. Did not enquire from MHC cos I heard some received it 6 months later. I brought the letter to ICA to request for certified true copy of citizenship certificate and pink ic. Was told to go back 3 weeks later to collect.

      I have no experience with PTPTN. In theory, a money lending organization wouldn't know if its borrower had left the country or renounce his/her citizenship.

      In the event of a defaulter, I assume the guarantor will be in trouble and have to pay up the outstanding amount.

So they should have our record and can know when we submit the borang k or other documents with our Malaysia ic number stated on it.   47. Dear Kelvin, this is the first time I am seeing your blog and must say it is really very helpful. I need advise on the following:

    1) Instead of waiting for 4 months for the borang-k to change the identity of the Malaysian bank account, one will feel very anxious as anything cud happen to have access to the account without an identity.

    Hence, would you advise that I closed the account then
    1) t/t the money back to Singapore or 2) withdraw the money and temporary deposit into a relative/family members bank account in Malaysia.

      The account I had in Malaysia before I renounce my citizenship had only minimal balance in it. It is meant for my EPF withdrawal.

      Money is the root of all evil. If the amount transferred to relative account is huge. If they break ties with you, there is nothing you can do to get the money back.

    Only one part need more sharing is the property owned by us, what would be the potential issue if owner couldn't sell it prior the renounce of Msian citizenship. Can we keep it says the property is on lease hold and how much tax to be paid if the property were to be sold after no more a Malaysian ?

    Anyone has real case to share ? Try not a hear-say but a real encountered would me very much appreciated.

  51. Freehold no need state consent. But the tax i read on RPGT is 30% for yr-1, above yrs 5 is 5% for foreigner and tax free for Malaysian. Something must not be right there ...

    1. Hi Jerrard, after you hand in your Malaysia NRIC and Malaysia passport at high comm, your renunciation is not processed there. They will be sending it back to Putrajaya for processing and the process takes 4 months. After you renounce you can apply for Singapore passport.

    Just 1 change for everyone who is going to go through, They now require everyone to use the given pen to fill the Borang K. They do not allow us to use our own pen now for borang K. I was the first few and I left within 45 minutes.

I have no idea how to enquire MHC. Maybe after you find out, you help others by posting your findings here?

    3. Hi Everyone, as promised - latest update. I wrote to consular of MHC enquiring about whether docs have been processed by putrajaya (my submission was Feb, now is August).
      They replied promptly, and informed me that all February 2017 applications still not processed by putrajaya as at Today August 2017. Furthermore, they said it could be anywhere from 4-8 months for borang K.

      Their email is on the MHC consular webpage contacts details.

  60. I'm the mum who commented above (Perle) on daughter who have reached 21 years old who have 1 year period before 22nd birthday to complete process to be a SG citizen. Following that, we have received the MHC letter on the approval of renunciation of her Msian citizenship in early July. (So it took 7 months since Jan when we started the process).

    In the letter it is stated to personally collect the approved FORM K (Declaration of Renunciation of Malaysian Citizenship)/birth certificate at MHC before XX Oct 2017, and bring the following along :

    (1) this letter (letter informing that renunciation is approved)
    (2) Singapore IC or 11B Card (Singapore National Service ID) - photocopy front and back of the identity card);

    (2) Singapore Citizenship Certificate (photocopy front and back of cert);

    (3) Singapore Passport (bio-data page only); and

    (4) Deed Poll / Baptism (if name has been changed), if applicable.

    Note: All the above original documents must be submitted with 2 sets of photocopies (to use A4-size paper).

    Despite the generous deadline to collect the BORANG K / FORM K before XX Oct 17, my daughter is studying in Aust, and she won’t be back till end of the year. So i am trying to call the Consular phone number to ask if it is really necessary, and can she authorised us to do so on her behalf. Of course, it is not surprising that no one pick up the phone. I have also emailed them (based on the contact number in the letter) and we won’t be surprised if it takes some time….zzz

    Meanwhile, pending answers from the MHC, i’d like to ask here if it is really necessary for the one renouncing the Msian citizenship (i.e. my daughter) to PERSONALLY turn up at MHC?

    Worst come to worst, she has to take a few days from school and come back and get this done. (I mean, her uni have started. If we got the MHC letter during the uni break, it’d be no problem).

    Anyway, any experiences/knowledge will be much appreciated : )

      I suggest you take the photo outside before document submission day, nowadays Malaysia uses standard white background passport photos too. The machine in MHC might or might not be functioning on the day of your document submission.

    At first, as i know that kids below 21 yrs old no need to go on renunciation before they reach 21 yrs old from the post but not sure that do we need to submit any documents to the HCM to inform the citizenship changed for the kids ? I heard some submitted documents too then HCM issued them a letter and some did not do that.

    Do we need to inform MOE or school for the citizenship change or the system will automatically reflect once ICA updated the data ?
